The “Constitution” sets the rules and policies by which this union is run. Local 142 members have the opportunity to amend or change the Constitution every three years at the Local Convention. If these changes are adopted by the Convention and ratified by the ILWU general membership, they become part of the rules that govern the union. Here are the Constitutional amendments adopted at this year’s Local Convention. Deletions are striked through, and additions are underlined.

C-1 ILWU Local 142 Constitution (housekeeping) 
This Convention hereby authorizes the Local to make non-substantive style, punctuation, grammar, typographical and renumbering corrections to the ILWU Local 142 Constitution.

C-2 ARTICLE III Local Negotiating Committees and Caucuses 
3.01.1.2 Longshore Industrial Grouping: The Officers of the Hawaii Longshore Division – Division Director, Vice Division Director and Secretary-Treasurer – shall be members of the Caucus. Each unit participating in the Caucus shall have one (1) ) basic longshore delegate who shall be the unit chair or a duly authorized representative. Oahu shall have (3) additional delegates. Unit 4201 shall have four (4) additional delegates with a total of five (5) delegates. Unit 4201/Statewide Longshore Chair and one (1) additional committee member shall attend all West Coast longshore caucuses. Additional representation, which may be at unit expense, shall be provided for as follows:

Two (2) One (1) delegates in addition to the unit chair for units with total membership of 51 to 200. Four (4) Two (2) delegates in addition to the unit chair for units with total membership of 201 to 500, Five (5) Three (3) delegates in addi tion to the unit chair for units with total membership of 501 to 750. 3.01.1.2.1 There shall be a separate negotiating committee for the clerks com posed of one (1) representative from each Division, except Oahu shall have two (2) delegates, one from each of the two existing stevedoring companies. 3.01.1.2.2 There shall be a separate negotiating committee for bulk sugar with one (1) representative from each Division. 3.01.1.2.3 The chair of the Longshore Negotiating Committee shall be a member of the clerks negotiating committee and of the bulk sugar negotiating committee.

3.02.1.2 Longshore. The Officers of the Hawaii Longshore Division – Division Director, Vice Division Director and Secretary-Treasurer – shall be members of the basic longshore negotiating committee. Each unit geographic Division (Kauai, Oahu, Maui and Hawaii) shall have (1) basic Longshore delegate who shall be the unit chair or a duly authorized representative, except both Oahu longshore units shall have a delegate who shall be the unit chair or a duly authorized representative. In addition, there shall be two (2) additional delegates from each of the Oahu longshore units.Oahu shall have (3) additional delegates. Unit 4201shall have four (4) additional delegates with a total of five (5) delegates.

3.02.1.2.1 There shall be a separate negotiating committee for the Clerks composed of one (1) representative from each geographical Division unit, except Oahu shall have (2) delegates, one from each of the two existing stevedoring companies (as of September 1988). 3.02.1.2.2 There will be a separate negotiating committee for bulk sugar with one (1) representative from each Division.

One of the highlights of the Local Convention is the guest speakers. US Senator Brian Schatz spoke on September 19, 2018. Schatz was part of a line-up of speakers that included other prominent politicians such as Governor David Ige, Mayor Kirk Caldwell, and Congresswoman Colleen Hanabusa.

3.02.1.2.32 The Officers of the Hawaii Longshore Division – Division Director, Vice Division Director and Secretary-Treasurer -- Chair of the Longshore Negotiating Committeeshall be a members of the clerks negotiating committee and of the Young Brothers  bulk sugar negotiating committee. 3.02.1.2.43 Young Brothers. Each unit geographical Division shall have one (1) Young Brothers delegate who shall be the unit chair or a duly authorized representative (Oahu, Maui, Hilo, Kawaihae, Kauai and Molokai). Oahu shall have three (3) additional delegates. Hawaii one (1) additional delegate and Molokai one (1) delegate.

3.03.2 Longshore. The composition of the negotiating committee for collective bargaining agreements that are not industry-wide shall be determined for each unit. There shall be at least one (1) delegate who shall be the chair or a duly authorized representative. Additional representation shall be according to the formula for the Caucus. The Officers of the Hawaii Longshore Division – Division Director, Vice Division Director and Secretary-Treasurer – shall be members of such negotiating committees. . Each Division shall have one (1) basic longshore delegate who shall be the unit chair or a duly authorized representative. Oahu shall have three (3) additional delegates. Unit 4201 shall have four (4) additional delegates with a total of five (5) delegates. 3.03.2.1 There shall be a separate negotiating committee for the clerks composed of one (1) representative from each Division, except Oahu shall have two (2) delegates, one from each of the two existing stevedoring companies (as of September 1988).
