I3.13 The Titled Officers are empowered to adjust the composition of any caucus or negotiating committee to provide for representational diversity or coverage or for greater capacity to confront changes in bargaining environment.
C-7 ARTICLE VII Local Executive Board
7.02 The Local Executive Board shall be composed of the 3 Titled Officers, 5 4 Industrial Grouping Board members to be elected at large, 4 Division Directors or their designated Business Agent alternate, 4 Division Trustees and 4 Division Board members to be elected, one from each Division. Industrial groupings shall be: Sugar, Pineapple, Longshore, General Trades and Tourism.
C-9 ARTICLE VII Local Executive Board
7.10 Should any new industrial grouping be established, a grouping representative shall be added to the Local Executive Board on the same basis as existing industrial groupings.
C-11 ARTICLE XII International Executive Board
12.01 International Executive Board members shall be elected from the five four industrial groupings, namely, Sugar, Pineapple, Longshore, General Trades and Tourism. The Local has a total of five seats on the International Executive Board, and each of the industrial groupings—Pineapple, Longshore, General Trades, and Tourism shall have no less than one seat each. The two nominees from each industrial grouping for each seat shall be determined by a caucus of the industrial grouping at the International Convention. Unless there is unanimous selection, or no nominee, two nominees shall be placed on the ballot.
C-13 ARTICLE XII International Executive Board
12.04 Should any new industrial grouping be established, a grouping representative shall be added to the International Executive Board on the same basis as existing industrial groupings in the next election cycle.

C-14 ARTICLE XIII Nominations
13.01.1 However, regardless of the above, any good standing member with ten (10) or more years of cumulative good standing membership as a rank and file worker (verifiable verified only by the official Local membership records) shall also be eligible to serve as a Local or Division officer provided that they are a member in good standing (verified only by the official Local membership records) and thereby a qualified candidate at the time nominations are closed.
C-15 ARTICLE XIII Nominations
13.04 It shall be the duty of the Secretary-Treasurer to draft the ballots in accordance with the Constitution. The Secretary-Treasurer shall be responsible for the correctness of the ballot. All candidates shall be mailed a sample copy of the ballot no later than October 7 of the election year. If candidates wish to submit a reply and challenge the correctness of the ballot, it must be received by the Local Secretary-Treasurer no later than 4:00 p.m. seven calendar days after the sample ballot is mailed. The ballot shall be divided, with the Titled Officers on one section, and the Division Officers on the other.
C-16 ARTICLE XV Term of Office
15.02 Should any delay in the election timetable prevent any newly elected Local or Division officer from taking office, current officers shall continue in office until such time as the election results are fully certified and all challenges resolved. Effective upon ratification.
C-17 ARTICLE XVIII Unit Elections
18.01 Unit Election Procedure 18.01.1 Each Unit shall establish an election procedure with the assistance of the Division, taking into account the size, finances, and ability of the unit to conduct its officer election. However, such election procedure shall conform to the election procedures of the Local with regard to: secrecy of the ballot, equal treatment of candidates and members, no disenfranchisement of members, no use of union or company resources to promote or criticize a particular candidate or candidates, and determination of candidate and voter eligibility by the records of the Local.
18.02.1 Each Unit shall establish a Unit Balloting Committee. if required by its unit election procedure.
18.03.1 Each Unit shall establish an election procedure with the assistance of the Division. However, such election procedure shall conform to the election procedures of the Local.
