HONOLULU — Union-wide elections held in November 2021 elected 28 full-time officers, 12 members to the Local Executive Board, and 11 delegates to the International Convention. Election results were announced on December 15, 2021.
Titled Officers The seats of Local President and Local Secretary-Treasurer will be seeing new faces.
Longshore Oahu member Christian West won the race for Local President, and Longshore Maui member Michael Victorino, Jr. was newly elected to the role of Local Secretary-Treasurer.
As for the Titled Officer position of Local Vice President, Corinna Salmo Nguyen was elected to serve a second term.
The ILWU's democratic structure puts much of its power in the hands of its three Titled Officers as a collective group.

Usually the ballot counting and verification process is open to members in person. Given the circumstances of COVID, it was not possible to have large groups congregating at different balloting sites as they did in the past. However, all effort was made to give the membership as much access as possible via technology. The whole Hale Hapaiko auditorium at the ILWU Hall in Honolulu was full of cameras and screens so all angles of the room could be viewed at all times and the process could be subject to scrutiny.



Division Directors
The next highest positions are the five division directors - Hawaii, Maui, Kauai, Oahu and Longshore. Three of the five were re-elected to serve another term: Elmer Gorospe, Sr. was re-elected as Hawaii Division Director; Roberto Andrion, Jr. will serve another term as head of Maui Division; and Michael Yamaguchi will be returning to serve another term as Oahu Division Director.
There will be new Division Directors for Kauai Division and Longshore Division. Rhonda Morris was elected Kauai Division Director and Dustin Dawson was elected as Longshore Division Director.
The three Titled Officers and five Division Directors also serve as the union's Local Executive Committee (LEC). An LEC meeting is conducted monthly to coordinate the work of the union, particularly in the areas of contract negotiations and grievance handling.
Business Agents On the Big Island, all former Business Agents will be returning
to serve another term: Michael Dela Cruz, Tristie Licoan, George Martin, Roselyn Molina, and Jennifer Yadao. On Maui, Stephen West is a newly elected Business Agent. He will be joining the returning familiar faces of Emmanuel Baltazar, Teddy Espeleta, Cyrus Kodani, and John Simpliciano to make up the Maui Division team.
On Kauai, general trades member Daniel La'a was newly elected as Business Agent. He will be joining re- elected Business Agent Chad Pacheco to serve the Division.
On Oahu, the five incumbent Business Agents were returned to office: Dural Duenas, Paris Fernandez, Dillon Hullinger, Corin Kekua, and Jose Miramontes.
For the Longshore Division, both Dennis Morton and Tyrone Tahara will be returning to serve as Business Agents.
Local Executive Board The Local Executive Board is composed of the three top Titled Officers, the five Division Directors, and rank-and-file members. Elected to the executive board are four Division Trustees from each island. Hawaii's trustee is Linda Pokipala; Maui's trustee is Lourdes Rivera and Oahu's is Neill Amasaki. Kauai's trustee is to be
determined. Also elected to the board are four Division Representatives. Hawaii Division's will be Elmer Gorospe, Jr., and Oahu's will be Frazer Nuu. The others were still pending at time of print.
There are also four Industrial Group Representatives: Dwight Shaw (longshore), Jimmy Barreras (pineapple), Roland Shimaoka, Jr. (general trades), and Erin Nakamatsu (tourism).
International Executive Board members from Hawaii also sit on the Local Executive Board as observers. They are: Radford De Motta (longshore), Ricardo De La Torre (pineapple), Sierra Delgado (general trades), Donna Kehau Oyamot- Macha (tourism), and Lourdes Rivera (tourism).
Term of Office
Per the ILWU Local 142 Constitution, all winning candidates take office on January 2nd. Winning candidates will serve a three-year term of office that ends on January 1, 2025. All elected officers must be an ILWU member in good standing and take a leave of absence from their rank-and-file jobs to serve in union office. A challenge to the race of Local President is pending.
